This is an interdisciplinary position. Position may be filled by Civil Engineer, GS-0810 or Mining Engineer, GS-0880. If selected for this position, you will be working for the U.S. Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Mid-Continent Region, Program Support Division located in Alton, IL.
The position has a full performance level of GS-12.
TELEWORK: OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework at supervisor's discretion.

Selectee may be required to serve a one-year probationary period. As a Mining/Civil Engineer you will:
Assist senior level engineers and physical scientists in providing support in mining, reclamation, and geotechnical investigations mathematical and statistical procedures and data analysis techniques including assisting in problem resolution associated with blasting, bond calculations, slope stability, Approximate Original Contour, underground mining design, subsidence and structural/foundation investigations.
Serve on regional national ad hoc work groups, committees, teams and taskforces.
Prepare scientific and engineering data for entry into computer analysis programs and implement computer based data management systems according to specified design criteria.
Participate in the investigation of citizen and abandoned mine lands complaints, oversight studies and enforcement actions.
Prepare written proposals and reports related to areas of engineering expertise. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement. 1. Knowledge of mining engineer, geotechnical investigation, and quantitative analytical techniques related to the application of theories, principles, and practices used in mining.
2. Ability to work as part of multiple disciplinary problem-solving work teams.
3. Ability to use Microsoft Excel and/or Access in order to enter and analyze engineering or scientific data and use available engineering software to assist in design evaluation of earth moving or mining plans or projects.
4. Knowledge of SMCRA and other related laws and regulations.
5. Ability to communicate in writing through letters and technical reports and orally with individuals and groups including individuals with diverse technical knowledge and makeup as well as individuals with little or no technical knowledge or background.

Basic Educational Requirements
A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;
OR
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) professional registration; (2) successfully passing a written test; (3) completion of specified academic courses; or (4) related curriculum in combination with specialized training.
SPECIALIZED EXPERIENCE
In addition to the Basic Educational Requirements, applicants must also meet the requirements below:
For GS-09: you must possess one year of specialized experience with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that are typically in or directly related to the position be filled. To be creditable, specialized experience must have been equivalent to the GS-07 level in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized experience is defined as experience which demonstrates knowledge of engineering concepts, principles, and practices in the civil, mining and/or electrical disciplines to technically evaluate and estimate cost for a broad range of construction and planning projects;
OR
2 years of progressively higher level graduate education leading to a master's degree
OR
Master's or equivalent graduate degree.
For GS-11: you must possess one-year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable pay band system. Qualifying experience may be obtained in the private or public sector. Specialized experience is defined as: experience which demonstrates knowledge of engineering concepts, principles, and practices in the mechanical, civil, and electrical disciplines to technically evaluate and estimate cost for a broad range of construction and planning projects; and knowledge of planning methods and techniques to initiate new programs and/or review programs supplied by other agencies;
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
